Voluntary Tax Transparency Code

The Voluntary Tax Transparency Code [RTF 252 kB] (VTTC) is a set of principles and ‘minimum standards’. It encourages businesses to disclose their tax information to:

  • educate the public about business compliance with Australian taxation laws
  • highlight businesses that are paying their fair share
  • discourage businesses from engaging in aggressive tax avoidance.

The government expects all responsible large and medium businesses operating in Australia to adopt the VTTC.

Development and reviews

The Board of Taxation, at the government’s request, developed the VTTC in 2016. Read the Board’s final report to government under related resources.

Between 2018 and 2019, the Board ran a post‑implementation review of the VTTC.

Current redesign

Following a 2024 review, the Board is redesigning the VTTC. You can give feedback on the draft until 11 July 2025.

VTTC reports

Once businesses publish their VTTC report, they should notify the Australian Taxation Office (ATO) by emailing ttc@ato.gov.au.

The ATO manages a database of links to published VTTC reports on data.gov.au.

Draft guidance

The Board asked the Australian Accounting Standards Board (AASB) to develop guidance. This guidance helps businesses meet the VTTC recommendations for the:

  • suggested tax reconciliation
  • calculation of an effective tax rate.

The draft guidance takes the form of a draft appendix to the VTTC [Draft appendix to the VTTC PDF 312 kB | Draft appendix to the VTTC DOCX 140 kB].
